A new rule, and a new grey area

From 1 September 2026, a new COCON rule brings serious non-financial misconduct, bullying, harassment and violence towards a colleague, clearly within the FCA's individual conduct rules. For non-banks, this is a genuine extension of scope. For banks, it sharpens how you assess and evidence conduct that could already be caught. Either way, most compliance teams and people managers have no structured way to tell a real breach from a difficult but legitimate management conversation, or to know when something has to be reported. This module was built to close that gap.
